THE DAILY DRUMBEAT
TODAY'S EDITION — VOL 1 NO 91 — MONDAY, OCTOBER 12, 2026
Good morning, Drummers — it's Monday, October 12, and we're tracking two major crises affecting Black communities right now: a statewide education report showing Houston ISD's takeover has devastated schools, and dozens of maternity wards shutting down as Medicaid cuts take effect. Plus, a federal judge just halted an ICE deportation after agents shot a man in front of his young son. Let's get into it.

Houston ISD takeover 'diminished, degraded, destroyed' schools

EDUCATION WATCH — A 14-person citizen commission investigating the state takeover of Houston ISD released an 81-page report Thursday concluding that the intervention caused widespread harm to students, parents, teachers, staff and the broader Houston community, collecting more than 100 accounts through public listening sessions and private interviews. The report found approximately 4,700 of HISD's nearly 11,000 teachers left during the first year of the takeover, with another 3,100 leaving during the 2024–25 school year. The takeover "diminished" curriculum through test preparation over learning, failed to make appropriate accommodations for special education students, and "severed bonds" among students, educators, and families.

The takeaway
A commission backed by state lawmakers says the state takeover caused documented harm across every dimension of school operations.

Federal judge halts deportation of man shot by ICE in Bronx

POLICY & JUSTICE — A 28-year-old man was shot by ICE agents during an attempted arrest in the Marble Hill neighborhood of the Bronx, with a 5-year-old child in the car; a federal judge barred his deportation Friday and the Bronx district attorney opened an investigation into the agents' conduct. ICE's account holds that agents boxed in his car and he refused orders to exit before accelerating into two vehicles and driving toward other officers, though CCTV footage obtained did not capture that collision, and a witness told media he drove off because he was frightened. Belgal's attorneys allege ICE arrested him without a warrant and had not begun formal removal proceedings.

The takeaway
A court order protecting a shooting victim from deportation raises questions about ICE tactics during escalating enforcement operations.

Viola Davis details shingles diagnosis; Black adults face higher complication risk

HEALTH EQUITY — Viola Davis revealed a shingles diagnosis and described it as the "surprise of her life," initially thinking her symptoms were from a poisonous spider bite. Unlike how it shows up on lighter skin, the rash doesn't always look bright red on Black skin; it may appear purple, dark brown, or grayish. Research found Black adults had lower diagnosed rates of shingles than white adults, but higher adjusted odds of certain complications, including postherpetic neuralgia and shingles-related hospitalization. Davis is sharing her experience as GSK launches its "Shingles, actually" educational campaign on October 8, aimed at adults 50 and older to increase awareness of shingles risk.

The takeaway
A high-profile diagnosis highlights how symptoms look different on Black skin and why Black Americans face worse outcomes.
