THE DAILY DRUMBEAT
TODAY'S EDITION — VOL 1 NO 83 — THURSDAY, OCTOBER 1, 2026
Good morning, Drummers — it's Thursday, October 1st, and we're opening Black History Month with headlines that cut straight to power: Black UNC students denied accountability after a racist attack, the Trump administration freezing out farmers of color at the USDA, and new polling showing Black women voters running on urgency instead of optimism.

UNC Failed Black Students After Racist Attack, Advocates Say

SAFETY & ACCOUNTABILITY — A white man attacked Black students at a University of North Carolina Love Island watch party in late August, yelling racial slurs and using a makeshift flamethrower. The suspect pleaded guilty to disorderly conduct and simple assault, receiving a suspended sentence and probation, while Black student leaders criticized the university's lack of accountability and support. Campus police took nearly 20 minutes to arrive, initially going to the wrong location. Students said they were surprised to learn no campus alerts were sent during or after the encounter. Black students were disappointed when a formal meeting between the Black Student Organization Coalition and university leadership fell through.

The takeaway
Nearly a month after the attack, UNC's silence and inadequate response have left students questioning whether the university values their safety.

Trump Administration Silences USDA Committee on Minority Farmers

POLICY & AGRICULTURE — Sarah Bell, an Asian American farmer in the South, was appointed to the Advisory Committee on Minority Farmers in 2024, established by the 2008 Farm Bill to improve access to USDA programs for socially disadvantaged farmers and ranchers. A year later, when Trump took office, the committee was put on hold, abruptly halting its progress. The administration has used an operational freeze to neutralize the committee, rendering it inactive by withholding the administrative logistics needed to convene meetings, process communications, or publish notices in the Federal Register. At a time when access to federal resources and programs is critical for farmers of color, producers and advocates are now turning to congressional leaders for answers.

The takeaway
Farmers of color have lost a key voice at USDA right when they need federal support most.

Van Hollen Proposes Federal Jobs Program for Long-Term Unemployed

ECONOMY & WORK — Nearly 2 million Americans have been looking for work for at least six months. Sen. Chris Van Hollen (D-Md.) introduced the Ready to Work Act of 2026, legislation that would use federal money to help local workforce boards and community organizations create temporary paid positions designed to lead to permanent employment. The bill would also pay for training and services that address obstacles including child care, transportation, and job readiness, amid AI as a looming threat to the workforce with nearly two million Americans already unemployed for six months or longer.

The takeaway
A bold federal jobs bill recognizes long-term joblessness requires direct intervention, not labor-market waiting.
