POLICY WATCH — New York City released its legally-mandated racial equity plan on September 1, which will directly shape how preliminary and executive budgets invest in Black New Yorkers to eliminate disparities and wealth gaps historically created by systemic racism, following a court ruling last week against the city over violating the charter by delaying the inaugural report. The final plan spans 45 city agencies and includes more than 200 agency goals and outcomes, more than 800 implementation strategies and more than 600 indicators used to track progress. The plan addresses decades of disinvestment, exclusion and policy choices that have left some neighborhoods—especially Black, Brown and immigrant communities—with far less than others.
HEALTH EQUITY — The Trump administration has ramped up efforts to undermine the safety of LGBTQ Americans, from denying federal funding to hospitals that provide gender-affirming care to transgender youth to shutting down a national suicide and crisis hotline for LGBTQ youth, creating mounting concerns about the mental health of Black queer men who face distinct pressures at the intersection of race, sexuality, and gender. The rapper Lil Nas X revealed this summer that he has bipolar disorder, saying that being "Black, gay, and bipolar" feels as if you're living life on "extreme hard mode," which resulted in a wave of support. According to a 2024 study of 400 Black gay and bisexual men, 28% said they had attempted suicide in the previous year. Despite having similar rates of mental health disparities, Black LGBTQ youth are significantly less likely to receive professional care, suggesting existing models of care have failed at providing Black LGBTQ youth access to appropriate and acceptable mental health services.
HOUSING JUSTICE — D.C. Attorney General Brian Schwalb sued the owner and manager of Delta Pearl on Tuesday, asking a judge to intervene at the 166-unit apartment building at 1400 Florida Avenue NE and force repairs that the District says have gone undone despite repeated complaints and nearly 200 outstanding housing code violations, with Schwalb stating the conditions are shocking and the refusal to promptly address them unacceptable. The building's air conditioning stopped working July 1 as Washington sweltered through temperatures that reached 102 degrees. Delta Pearl has 199 unabated property maintenance violations from the previous 15 months, with 169 issued in 2026 and 71 classified as emergency violations requiring correction within one day. The lawsuit seeks an emergency court order requiring urgent repairs, a preliminary injunction for broader repairs, restitution for affected tenants and civil penalties.
